ADMINISTRATION

  • The Singapore Island Country Club (SICC) is responsible for the administration of the tournament and reserves the right to limit the number of entries or modify the conditions of play.
  • By participating in the event, participants consent to the use of their photographs and images in any SICC publications, website and publicity materials.
  • The tournament will be played in accordance with the Rules of Golf as approved by the R&A Rules Limited, and the Local Rules of SICC as approved by the Tournament Committee.
  • The Tournament Director will adjudicate any protests, claims, questions or doubts arising from the Tournament and the decision shall be final.

 

TOURNAMENT COMMITTEE

The tournament committee shall comprise the following:

  1. Tournament Director
  2. Chief Referee
  3. Referees

 

The Tournament Committee reserves the right to schedule and/or alter the tee off times.

The Tournament Committee reserves the right to amend the tournament conditions of play.

The Tournament Committee may ask a player to withdraw from the tournament if, in the opinion of the Committee, the player does not have a basic understanding of the Rules of Golf which includes etiquette. 

 

TOURNAMENT SCHEDULE

  • Wednesday, 7 December 2022 (AM) - 2nd Round
  • Thursday, 8 December 2022 (AM) - Final Round
  1. Registration must be done through the online registration form on the event website. If a participant has a handicap maintained at more than one Club, the lowest handicap must be taken. It is the responsibility of the participant to inform SICC of his/her correct handicap at the point of registration. An updated handicap certificate must be presented upon registration.
  2. The closing date for registration is Friday, 14 October 2022. Late entries may be accepted at the discretion of the Organising Committee.
  3. The desirable field for the Championship is 120 players. The Tournament Committee reserves the right to accept/reject any entry without giving any reason. The Committee reserves the right to limit the number of entries and modify the Championship in any way it deems desirable. If the number of entries received exceeds the capacity of the field, priority will be given to participants with lower handicaps and those who comply with the selection criteria.

  1. The entry fees are:

S$180 Nett for SICC members

S$300 Nett for non-SICC members

Participants from Singapore may debit the entry fees from their Home Club accounts. Please state your membership number on the entry form.

 CONDITIONS OF PLAY

  1. The Championship shall be open to all who:
  • are amateur in accordance with the Rules of Amateur Status of the R&A Rules Limited; and
  • are junior golfers (Boys & Girls) aged 19 years or below as at 5 December 2022.
  • have a WHS handicap index or other handicap accepted by the Tournament Committee.
  1. The Championship shall be 54 holes STROKE PLAY over three stipulated rounds of 18 holes each, subject to the Committee’s right to cancel any rounds at its discretion in the event of circumstances which make the playing of 54 holes impracticable. A cut will be made after 36 holes for the top 60% of the overall boys and girls then top 60% of the respective age groups who shall qualify for the final round.
  2. The tournament for the Boys’ “A” Division, “B” Division and the Girls’ “A” Division, “B” Division, shall be decided by three stipulated rounds of 18 holes stroke play as follows:

  1. The Tournament Committee reserves the right to vary the age group, handicap range and change the venue of play as the Committee deems fit.
  2. The Overall Boy and Girl Champion shall be the player with the lowest gross aggregate score over the three rounds.
  3. In the event of a tie for the overall best gross position, the players shall as soon as possible, continue to play off, hole by hole, until the winner is decided by elimination. The designated hole for the play off will be decided by the Tournament Committee. Ties for all other places shall be decided by SICC’s countback system. In the event if a play-off is not feasible or practicable for the overall best gross position the organizing committee shall have the right to decide. The decision of the Tournament Committee shall be final and binding.
  4. An International Team Event will be held in conjunction with the Championship. It shall be played over the three rounds of the Championship. Each team will be represented by players who shall be citizens or permanent residents of the country. The Winning Team shall be the team with the lowest combined gross scores (2 lowest gross scores for each round) of the team members for the three rounds.
  5. In the event of insufficient entries, the Team Event will be cancelled.
  6. If any round cannot be completed, the round shall be abandoned. The result of the tournament will be based on the completed rounds.
  7. Time of Starting
  • A player should report to the Starter at the relevant tee ten minutes before starting time. Otherwise, Rule 5.3a will apply.
  1. Pace of Play

Rule 5.6 (Unreasonable Delay; Prompt Pace of Play) will be strictly enforced using the `Group Pace of Play’ system.

  1. Recording of Scores

Players’ Responsibilities:

• Check his/her hole-by-hole score for accuracy

• Settle any doubtful points with the Committee

• Ensure that his/her marker signed his/her scorecard

• Countersign the scorecard him/herself, and

• Return the scorecard to the Committee immediately, not later than 10 minutes after completion of each round

 

Remember that you will be acting as a marker for another participant, and that incorrect marking of a card could lead to the fellow participant’s disqualification. A card is deemed to have been submitted when the player leaves the scoring area.

  1. Disputes or Doubts as to Procedure 
  • If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling after the round, before signing and the return of the scorecard.
  • No spectators are to enter into any discussion on a matter under dispute.

 

DRESS CODE

  1. It is the responsibility of each player to be aware of and abide by, the Dress Code for SICC. Both on and off the Course and in the Clubhouse, players should observe reasonable, inoffensive manner of dress allowing for tropical conditions. Strictly no slippers and tank tops.


On Golf Course


Participants who are not properly attired will not be allowed to play on the course. Sports shirts with collar, golf shirts, golf skirts or long trousers, golf Bermudas, and proper golf shoes must be worn. The wearing of jeans on the course will not be permitted. Only soft spike golf shoes are allowed.

 

In general however, the following rules should be observed at the Clubhouse:

• Swimwear is not allowed

• Shirts should be collared and properly tucked in

• Footwear should be worn at all times

• Change of attire and footwear should be done in the Changing Rooms

• Strictly no slippers and tank tops

 

USE OF CLUB'S FACILITIES & DRIVING RANGE

  1. The use of driving range and Club’s facilities is strictly for participants only.

 

RANGE BALLS & PRACTICE ROUND

  1. Free practice balls will be made available to competitors from 5 to 8 December 2022. Range ball coupons will be issued to players after registration on Monday, 5 December 2022. The practice range is open from 6:30am to 10:30pm.
  2. The Island Course is available for participants to practise on Monday, 5 December 2022 (AM). The draw for practice round will be arranged by the Club.  This is the only day allocated for practice and participants are NOT ALLOWED to practise on the course after their round on any day of the tournament proper. The charge for the practice round is included in the entry fee.

 

INSURANCE 

  1. All players are required to have appropriate golfing insurance.

USE OF DISTANCE-MEASURING DEVICES

  1. A player may obtain distance information by use of a distance measuring device. If, during a stipulated round, a player uses a distance measuring device to gauge or measure other conditions that might affect his/her play (eg. elevation changes, wind speed, etc), the player is in breach of Rule 4.3.

 

CONDUCT OF PLAYERS

  1. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. Any action contrary to the spirit of the game such as abusive language, throwing of clubs, or other disruptive behaviour, will not be tolerated and may result in a player not being able to continue in this competition.
  2. Smoking is not allowed on the course. The player may be disqualified under Rule 20.3.

 

SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7B)

  1. There is only one type of suspension and resumption adopted by the Club. If the Tournament Committee declares an immediate suspension of play, all players must stop play at once and must not make another stroke until the Tournament Committee resumes play. Such suspension and resumption is signalled using the Club’s siren system. Penalty for breach is Disqualification. In the event of suspension, please head to the nearest rain shelter and wait for instructions.

CADDIES/BUGGIES/TROLLEYS

  1. All players will walk (either carrying their bags or using pull-trolleys) Players are not permitted to use motorized trolleys during the stipulated rounds.
  2. No caddies are allowed.
  3. No buggies are allowed.

 

PRIZES

Prizes will be awarded based on gross scores as follow:

  • Overall Best Gross (Boys & Girls) - Champion & 1st Runner-up
  • “A” & “B” Divisions (Boys & Girls) - Winner, 1st Runner-up & 2nd Runner-up
  • Best SICC Player (Boys & Girls) - Winner
  • Best Singapore Player: The ‘Lion’ Cup (Boys) & The ‘Eagle’ Cup (Girls) – Winner
  • International Team Event - Winner

 

Note 1: The Overall Champion and 1st Runner-up are not eligible for the divisions prizes.

Note 2: Only Singapore Citizens are eligible for the Best Singapore Player prizes.

 

DRAW

  1. The draw for the practice, first & second round of the tournament will be made by the Tournament Committee before the start of the Championship and will be posted on the event website on Monday, 5 December 2022. Following play on Wednesday, 7 December 2022, a seeded draw shall be made for the Final Round.
  2. The Tournament Committee reserves the right to vary the draw list and starting times.
  3. All participants must be registered before 2:00pm on Monday, 5 December 2022 at the designated tournament desk at the Main Reception, Island Location.
  4. On the days of the tournament, competitors should register at the tournament desk 30 minutes before their starting time.
  5. The Tournament Committee reserves the right to select the final list of players should the response be overwhelming.

 

SPECTATORS/ACCOMPANYING OFFICIALS/PARENTS

  1. Spectators/Accompanying Officials/Parents are prohibited from using golf buggies.
  2. They should maintain a reasonable distance from the players to avoid the appearance that they are imparting advice or assisting the player in any way. They may approach a player for a moment to exchange clothing, food, or beverages, but should not have prolonged contact.
  3. They must be properly attired with covered footwear on the golf course. Blue jeans, designer jeans, round neck T-shirts and tank tops are prohibited.
  4. Those found violating these policies may be asked to leave the course.
